The owner allocates the slots when it begins the join, because on providers whose exact slots carry an opaque provider locator (Google Drive) a reader cannot derive a slot from its logical key — the same reason the protocol’s own attempt, outcome, and registration slots are reserved up front and named in the signed artifact that precedes them.
